Rättsstatsuppbyggnad handlar om att se till att statens rättsvårdande institutioner fungerar, och om att främja goda relationer mellan stat och individ genom att se till att de rättsstatliga principerna genomsyrar alla statens institutioner, inte bara polis, åklagare, domstolar och kriminalvård. De rättsstatliga principerna går bland annat ut på att alla människor ska behandlas lika inför lagen och ha samma tillgång till offentliga institutioner.

Sedan 2014 pågår i Ukraina en reformprocess som särskilt fokuserar på antikorruptionssatsningar. Sverige är en av de aktörer som stödja en demokratisk utveckling och ickestatliga aktörer som bekämpar korruption i Ukraina. Det ukrainska civilsamhället kräver fortsatt reformarbete i landet och de hävdar att korruption är en av de största anledningarna till långsam förändringstakt.

Hur ser rättstatutvecklingen ut i Ukraina? Vilka reformer har gjorts sedan 2019 och har de varit framgångsrika? Hur kan Sverige bli mer aktiv i den processen och vad har vi redan gjort?

The Rule of Law and Anti–Corruption Reforms in Ukraine.

The Rule of law is about ensuring that the state’s law enforcement institutions function, and about promoting good relations between state and individual by ensuring that the rule of law principles permeate all state institutions, not just the police, prosecutors, courts and prisons. The rule of law principle includes that all people should be treated equally before the law and have equal access to public institutions.

Since 2014, a reforming process has been underway in Ukraine, focusing in particular on anti-corruption initiatives.

Sweden is one of the actors that continue to support democratic developments in Ukraine and non-state actors who fight against corruption. Ukrainian civil society demands continued reform work in the country; and they claim that corruption is one of the biggest reasons for slow change.

What does the development of the rule of law in Ukraine look like? What reforms have been made since 2019 and have they been successful? How can Sweden become more active in that process and what have we already done?
